Taking a strong stand for safety and the public interest

Éduc’alcool makes the following recommendations with regard to Bill 170:

1. Make mandatory responsible service training for all serving staff a part of the bill, with only one training program recognized for all: Service in Action.

2. Adopt other essential prevention measures:

a. Empower the Régie des alcools, des course et des jeux (RACJ):

  • In the bill, provide it with the concrete means—specifically, tougher penalties—to enforce regulations; but mainly,
  • In practice, provide for the hiring of additional personnel dedicated to research and investigation, so that the RACJ can ensure compliance with laws and regulations on all platforms, across Quebec;

b. Include in the bill a formal ban on all cross promotions which, by offering other products at low or no cost with the purchase of a beer at the minimum price, essentially allow for non-compliance with the minimum price requirement; also, include severe penalties for infractions;

c. Establish a minimum price (about $1.70 for a standard drink containing 13.5 g of alcohol) for all alcoholic beverages;

d. Adopt amendments to the Regulation respecting promotion, advertising and educational programs relating to alcoholic beverages to include, at the very least, provisions of the Code of Ethics of the Alcoholic Beverage Industry in Quebec, specifically the ban on sexism and sexual exploitation in advertising and promotions for alcoholic beverages, restaurants and bars;

e. Establish an equitable model for all producers of alcoholic beverages with regard to the application of the Regulation respecting promotion, advertising and educational programs relating to alcoholic beverages.
